Array Rep Power:       0 Reputation:       8237 Train your whole body, training your legs will induce more testosterone etc. to improve your arms.
Train heavy (underhand chinups, barbell + dumbbell curl, preachers, hammers, tricep pushdown, lying tricep extension, dips - they're all the main builders for bis and tris), eat big, get plenty of rest. It'll come with time. If you're looking for size, 3 sets, 4-8 reps is usually the go, but dont be afraid to change it up every now and then.

Tbh though, most of the bodybuilders I've spoken to only condone 15 reps as a change up thing, 6-10 should be the range for building muscle (keeping bodyfat low will bring out definition, body fat comes down to nutrition and training intensity, so thus no need for high rep ranges), anything above 12 really is starting to burn muscle as opposed to build it.
It really depends on what your purpose is though.
I also wouldn't call myself an expert by any means
